When I use RestoreX, all the force is borne by a narrow band on top of my penis where the neurovascular bundle should be. Rest of the tissue is quite loose.

Is this normal? Or is it a Peyronie's collagen fiber?

Put another way, does anyone not have a chord on the dorsal side of their penis that is stretched tight by RestoreX?

Under flaccid conditions, i have a firm area on the top of my penis where it joins the glans. When I am using the restorex device then that area is certainly bearing a lot of pressure and feel even firmer. In fact, I should say that the whole area behind  glans on the  upper side feels quite hard to the touch during traction.
In actual fact, I have  often wondered about that.. I am not sure if  is plaque or a natural firm part of the penis. Maybe it is that bundle you speak of.

Mine is a narrow chord along the whole length of the penis - from the base to the glans. Looks like we have different scar tissue which is being stretched tight during traction.
