Let's discuss whether shock therapy is the right solution for diagnosing venous leakage. As far as I know, shock therapy expands blood vessels and creates new ones. Is this a problem for people with such a diagnosis?

My guess you mean for treatment, not diagnosing.

I am not sure what value it is to discuss something without at least some basis for thinking it could be helpful.  Has anyone ever used it for venous leakage?  Are there any studies or trials that indicate it works?

Rather, it is important to discuss whether it is contraindicated. The logic is that venous leakage is due to an enlarged or improperly functioning vein. Shokwave and laser therapy expands blood vessels.

Frankly, I don't think any of us have a clue.  You assume the venous leakage is from an enlarged vein.  I have never heard that before.  I assume it is because plaque near a vein prevents that vein from being squeezed and constricted by other tissue.  The plaque acts like a support to prevent constriction during the erection process.
