Is it a peyronies scar in active phase if it moves with the movement of penis skin?

Don't think so.  Did you have an injury to the skin?

I don't believe peyronies scars (to the tunica) ever move w the skin.  Can you show it to your doctor?  How long have you had it?  Curving while flaccid could be early peyronies, so a peyronies specialist would be ideal.
