I dont have ED, I can still get an erection but is not as hard when I DO get an erection.

I can have sex, I lose erection fast if I dont have consistent stimulation

I use VED, can VED cause venous leakage?

I am sure this is all because extreme narrowing of base of penis but not sure

please help i am desperate cant afford doctor

To your question, in my opinion VED can't make you venous leakage.
The narrowing you are explaining may be a Peyronies symptom.
The only advice I ca give you is to see a Peyronies specialist that will make you an ultrasound (in flaccid) for a diagnosis and start treatment as soon as you can.
