The mean penile gain was 3.3 cm, but I couldn't find whether it's length or girth.
In the abstract we can read:

Would be nice to know what's the mean gain for both length and girth.

They are not mobilizing the urethra so I think elongation is not possible. They have to make small incisions circumferentially in order to elongate, which is not possible without mobilizing the urethra.
