Title: Ibuprofen / Diclofenac gel

Is it safe to apply either of these to the penis?

Given the inflammatory nature of the condition, it makes sense that doing so might help.

I tried ibuprofen gel a while back, the Dr told me not to apply it to the glans, but was otherwise fine. But to be honest I find a dose of paracetamol is more effective (and cheaper).

I've done it and I've heard of other people doing it.  Personally it didn't help me at all.  I know there was another guy who did it and he said it helped but he had to stop because he developed eczema.  But I got the impression that the eczema wasn't a big deal and went away after discontinuing treatment.

I read it, my mind will be applied accordingly.
