hi- I know this is sort of an enviable problem but it remains that I am looking for a solution.
The C cylinder for the Soma vacuum is too small, width and length.

Has anyone heard of any larger VEDs that aren't toys?
Also, has anyone else had good luck with fixing indentation/narrowing under the head with VED and/or Restorex?

There is an XL cylinder that you can purchase. Search online and I do know that you will find them.

Hi yes soma do a XL + XLL cylinders for the larger penis, gives a 7.5 girth + a 10inch in length
