How much penile length can a man lose in the flaccid and erect state?

Not be sarcastic, but your question is very not very easily answered. Since there are so many reasons that a person can and will lose dimensions there is no set rule by which an answer can be given to you.

If you can elaborate on what you are referring to, maybe someone will be able to give you some sort of estimate.

In my personal case of Peyronies Disease, I lost 3/4 inch length and about 1 inch in girth. After over a year's daily use of the VED therapy, I regained that lost size.

Age 92. Peyronies Disease at age 24, Peyronies Disease after
stage four radical prostatectomy in 1995, Heart surgery 2004 with three bypasses/three stents.
Three more stents in 2016. Hiatal hernia surgery 2017 with 1/3 stomach reduction. Many other surgeries too.

I lost to Peyronies 6.5 cm, got back from VED 1.5 cm. Not much maybe but I didn't made any treatment for my Peyronies for 3 years.
