tender penis

Is the tissue in your penis tender to the touch away from the scar tissue?  On the scar tissue itself?

Personally most of my penis is very tender and has been this way ever since I got this condition.  I'm wondering if this is permanent or if it is a result of acute inflammation that will go away.  I'm wondering if this means I should be avoiding stimulation.  Opinions?
