Need Assistance on my curvature. Peyronies or Cognital? Surgery or no surgery?

Hello, I am a 18 yo male and want to ask about my penis and potential surgery.

My penis:

Measuring on the upward curve I am about
100% Confidence 16-17.3 cm (6.3 - 6.8 in)
80% Confidence 16.4 - 17.1 cm (6.5 - 6.7 in rounded)

Girth 5 in halfway
4.6 below the tip
(i think this is because of my urethra is bigger lower)

I have a stiff band on the side of my curve, it is firm and harder than the other sides of my penis

I have a 40 degree upward curve (consistent curve I think)

General Doctor said I have no plaque but it was a vague check

they say 30 degree is most for a "normal cock"

Measuring is hard because of my curve and its stiffness, it springs away, it takes long and then I start to get soft and measurements are all over the place but I am 80% sure I am 16.4 - 17.1 cm.

Questions:

Peyronies or Cognital?

I don't want to lose length, is it possible to cure 20 degrees only?

Is it true that the surgery's final length will be the current length of the curve?

Is 40 degree too much?

What is the cost in Ontario?
