Need implant surgery, any idea about price issue?

I need implant surgery. In NY, with my bad insurance I took the prices at least around 25k dollars. Can anyone please give me a cheaper option?
of course I want a high volume center, at least 100 cases/year. but high volume centers are generally more expensive. I asked prices from some european countries in there it's around 15k euros. Is there anyone who got surgery in a high volume center safely, with good prices(I have max 10k dollars, flyght tickets, hotel accomodation inc. )?
the second question, how long I have to stay in doctor's country after surgery?

Hmm, that's an interesting question.
How old are you?
Can you get a loan?
Why do you need an implant?  
If I had to choose between a new car or a functional penis, and my old car ran, I'd keep the old car and get a reasonable loan.
It's all perspectives.
I would definitely not choose a low volume surgeon.
