Does traction/VED help with plaques at the base of the penis?

Not sure where to ask this question cause it applies to both traction/VED.
Does anyone here have plaques at the base of their penis? Mine are on the underside, where the corpus spongiosum/bulbospongiosus area is, pretty much right where the scrotal skin starts.

My question is, does traction/VED help when the plaques are this deep? I've been doing manual traction for the past 3-4 weeks for 1-2 hours a day after heat therapy via rice sock, and I'm not seeing much improvement. Another plaque has developed on the right side as well. I don't know if what I'm doing is futile. I just ordered a PMP, and I'm considering the Augusta SomaErect but I don't even know if these things can even target plaques at the base. I hope someone can help, thank you.

supplements and pharmaceuticals I've tried:
cialis, pentox, magnesium chloride, dim, turmeric, hyaluronic acid, vitamin k2, paba, l-arginine, l-citrulline. either get surgery (and possible ed), get implant, or pray

It might help to try to direct tension to the plaque by bending the tissue over a fulcrum or twisting stretches (at your own risk etc) rather than pulling straight out. I also use a percussion massager
Age 57, Onset 2010, 2" shortening, shrinking and angulation of glans, weaker erections, 30 degree bend. Mild pain few months, but far from worst symptom. Tried many ideas, not just from here, but not consistently. Moderate improvement, maybe 40%

Bad that you are developing new plaque though, are you using any natural herbs /foods with natural anti inflammatory/anti fibrotic properties
