hello, I have a question for those who had stage surgeries with doctor Franklin Kuehhas and poor or no English.  I would like to perform an operation with him, I do not speak English.

Many if not most doctors offices can/will provide an interpreter for an office visit, procedures etc... if when you make the appointment you can ask for one or they should ask if you need one. I work in a doctors office and if the patients speak poor English, we offer this. This is at our cost (in our practice) This is something you should ask about if it is not offered by them when making an appointment.
