A good overview of this topic but I think there is adequate evidence to suggest at least this one statement is wrong.
Penile traction devices might increase length, but they do not enhance girth and "should not be recommended in the man exclusively concerned with increasing penile girth."

I think the word restore is key.  If one has lost girth due to peyronies some may regained w treatment such as traction or VED.  But this article was only talking about increasing ones normal girth—not really possible to be safely done.

there are ways to increase girth, but be carefull. If you're doing VED and overpump to more than your erect girth, you might only damage yourself. Other options are PMMA or fat fillers a doctor can inject, but that can also make things worse rather than better if you already have peyronies or scar tissue.
