Urologists that support traction in California

I'm struggling finding a Urologist who is open to traction and other methods besides surgery and waiting and watching. There are 2 in southern california that both are not part of my network and would cost $400 a pop. I'm willing to drive wherever if they accept Health Net PPO. any suggestions would be greatly appreciated!

I have healthnet PPO assigned to brown & toland.  It took some time but I did receive approval to see Dr Lue at UCSF out of network. He combines traction w xiaflex.  Even w/o the doc supporting it, you can just add traction.
