Chords lumps - What its this??

My "scar tissues" are chord lumps that protude a bit but look like the rest of protouding veins, except that they are much more subtle. They basically look like veins of 4 or less cm depending of the scar that are at the sides of the penis. The difference strikes in two crucial things: the chords go along the penis horizontally, while the veins go vertically most of them, following the shape of the penis. The second difference which its more important its that the veins move with the skin when I pull it up  and down  while the chords remain in the same place (which makes me think they are in the tunica and not in the skin) and when I have an erection and do this the 4 chord lumps in the sides are very obvious.

Anyone can relate with this? What can it be? Im just trying to get something here until I meet a good professional for this, which I fear will be dificult in this city and country.

I have one scar that go "horizontally" close to the base, but I have also one that go from the base to the glans, "vertically" making an upward banana shape.
Both don't move with the skin like veins are moving.
